Problem

The lower of the two telegrams on page 262 of the Huntington Library's Fort Monroe ledger begins “Ft Monroe Nov 5 1864”. Its visible address is SH Beckwith, City Point, and its closing name is Geo D Sheldon. Indexed TEL523, it is distinct from the separately headed City Point entry above it.

The complete entry contains ninety-three counted occurrences, including eighty-one in its body. Much of that body is already ordinary prose. It mentions stalls, a departure tonight, a breakdown off the capes, and a return. Other words interrupt those clauses: “Bourse”, “Spartans”, “alby”, “tulip”, and two occurrences of “weaseler”. The same hand gives no special emphasis to any of them.

The specimen keeps the transmitted word order, the spelling alby, the final s of Knaves, and both full weaseler forms. It does not turn a root or a familiar-looking ending into a guessed word. The question is whether the entire message can be explained by evidence that accounts for those exact forms, not just by recovering its general subject.
