Ord reports to Grant that Captain Wilder has received money from Black people for the use of public property and denies knowledge of it. An order sending Wilder elsewhere would prevent Ord from holding him responsible or investigating the alleged fraud. Ord asks to retain him while his administration is examined. The reading accounts for all ninety-eight content cells; it does not establish that every allegation was true.[3]
Much of the allegation was never hidden. The source already says has been receiving moneys and public property. What remains inaccessible without the table includes the inner recipient, several ranks, reporting instructions, phrases, and the signature. Reading only the clear clauses would miss who was asking whom to intervene.
The working key comes from a surviving source, Stager's Cipher Book No. 1, represented here by the Huntington's mssEC 45, together with previously checked coded-and-clear message pairs. An entry gives unrelated outer words that may stand for the word or phrase written between them. Separate sections cover numbers, times, and other service functions. The project's register records both the public positions and the evidence for how a position was used in traffic.[2]
That distinction matters. Applying this register to a previously unread telegram is a reading by an established key and recorded precedents. It is not recovery of an unknown alphabet or an unknown route. A register entry also cannot be substituted wherever its spelling happens to occur: the same surface can be a name, an ordinary word, or a value from a different table section. The occurrence, not just the spelling, must be checked.
Seventeen occurrences came from already audited register positions. Two additional public rows were read directly: Orbit, at page 18, row 15, right side, shares the undivided meaning At the with Optic; Mentor, at page 17, row 16, left side, gives E. O. C. Ord. Those are two newly recorded public positions, not the invention of a cipher system. The signature and clause are consequently fixed by the table rather than selected from a list of historically plausible names.
An exact-spelling screen found twenty-two candidate occurrences, but only nineteen could be applied. Two instances of war match a recorded start-indicator entry. Here both are in the middle of the body, after words that decode as At the; they cannot function as the body's opening selector. They remain the literal word war. The third rejected hit is person, a possible numeral 5 in the specialized number table. In the source's phrase in person, no independently supported numeric use licenses that replacement. It stays literal.
Plato needs its own check. A public table line with that printed word bears a different handwritten person, visually Jno. Morgan. In this telegram it follows a word already fixed as Major. General Orders No. 26 independently names Major Plato in the Wilder affair, so the occurrence is retained as the literal surname. This does not alter the public line or create a new portable Plato mapping.
The source's canby is one interlinear word. An earlier independently aligned message, TEL574, has the same fused spelling for can be; the complete C leaf contains no exact Canby entry. That permits a locally supported editorial expansion, while the diplomatic text below keeps canby. It licenses neither a new key row nor a general rule for splitting unfamiliar words.
The other phonetic groups are also left visible: forth, response able, in vest tea gay ting, and Secret airy. An editorial reader can understand them as for the, responsible, investigating, and Secretary. The table did not decode those letters into new words.
Source positions 12–109 form the counted content. The complete entry, including the clear outer address, weather words, service note, and relay signature, is on the problem page. A word labeled literal below is retained as written.

This component-preserving display follows the released reading. The period characters render table punctuation; capitalization is editorial. The historically dated racial term remains in the quoted source reading. A modern prose summary may say Black people, but that is not a different decoded word.
A separately sealed audit reproduced all twenty-two screening decisions, read both new entries from the full public images, and checked the Plato and canby classifications. It reached the same nineteen valid applications and zero unresolved cipher cells. The audit rejected fourteen deliberate alterations across meaning, classification, arithmetic and evidence-integrity checks. These checks do not establish an error rate for the decipherment.
The strongest outside correspondence is in National Archives microfilm M473, roll 58, volume 126. Its index points to Captain Wilder at internal pages 70 and 72. Page 70 contains a March 3 acknowledgment from City Point asking whether Wilder should be sent back or the charges sent. Page 72 records the later direction to bring him to trial. These corroborate the exchange and later action; they do not reproduce TEL784's allegation or provide its words.[4]
TEL769, eleven days earlier, orders a quiet inquiry into rents, purchases, and public property. It is a closely related investigative antecedent, not an exact reply pair or a source of plaintext for this telegram.
This is an established-key reading. Seventeen occurrences use the existing working register and two use newly checked public positions. Recording Orbit and Mentor increased the project's audited register from 392 to 394, but both positions were already visible in a surviving book. The physical copy used by the Fort Monroe operator is not identified by this result.
A prior exact publication has not been excluded everywhere. The completed local, web, Official Records, Butler, and finite NARA screens found contextual reports about the Wilder affair but no exact clear, translation, or prior reconstruction of this message. The NARA index check specifically covered the Wilder entries at pages 70 and 72. This is a bounded negative with named sources, not proof that no earlier reading exists. Any attributable exact clear would change the priority claim.
The prose has not been silently repaired. Plato is a local literal-name decision; canby is preserved with a separately explained editorial reading. The phonetic spellings receive no reusable key credit. A changed source reading, a failed public-row application, or contradictory evidence about those local roles would reopen the affected part of the result.
